PREPARATORY SCHOOLS FOOTBALL COMPETITIONS


RULES
(Revised September 2010)


ALBERGA & HENRIQUES CUPS

    Made pursuant to Section 5 of the Constitution of the JISA Preparatory Schools Division Sports Association.

  1. START OF COMPETITION:
  2. The Competition will normally be limited to the Christmas Term in each school year, or to such other time as determined by the Organizing Committee.

  3. PLAYER QUALIFICATIONS:

        A boy is eligible to take part in the competitions if he

    a.    Is in full-time attendance for at least one year (3 full terms) preceding registration for the Championship at a J.I.S.A. member Preparatory School or in the preparatory division (grades 1-6) of a  JISA member school;  and in this regard, the school’s Admission Register shall be proof of the competitor’s attendance at the school. Transfer of students between JISA member Schools must be accompanied by letter of release which must be submitted with entries.   Students transferring from a Primary School are NOT eligible to participate until completing a full year (3 full terms) in a JISA Preparatory School and in this regard must also submit with entries, a letter of release from the Primary School

    b.    was residing outside of Jamaica prior to the start of the school year of the competitions, and in this regard, proof of landed entry in his passport shall be sufficient.

    c.    has been properly registered to take part in the competitions and

    d.    will not be thirteen (13) years of age before the first day of January occurring within the school year in which the respective sport competition is held.

    3.    REGISTRATION

    a.    All applications for participation in the competitions shall be accompanied by:

    i.    A list of boys up to 25 in number representing the school, which should be in order 1-25 reflecting the number on the jersey in which each player will play throughout the season, together with the names of three officials;

    ii .   birth certificates, passports or such other official proof of age in support of the age of each boy on the list

    iii.    two recent passport size colour pictures of each boy and official of the team, duly certified on the back by the Principal of the school ; and

    iv.    An Entry Fee as the Organizing Committee shall determine from time to time.

    The above documents and Entry Fee shall be submitted together with the application by a date specified on the Entry Form

    b.    Late entries will be accepted if submitted within 7 days of the due date together with an additional fee of $1,000.00. Late entries will include corrected Entry Forms which has originally been submitted on the due date for applications, but were deemed incomplete by the Organizing Committee. An Entry Form will be deemed incomplete, if any of the requirements of Paragraph (a) above have not been provided or vital information omitted from it.

    c.    In respect of Paragraph (a) above, changes can be made to the list of twenty-five players registered to represent the school, up to 14 days immediately before the start of the competitions.

    4.    GENERAL CONDUCT:

    a.    The Organizing Committee shall have the responsibility of circulating to each competing school, as soon as possible after the closing date for entries:

    i.   a copy of the Fixtures with dates, times and venues of all matches; and

    ii.    an Identification Card for each player and official of the team duly certified by the Chairman of the Association.

    b.    Each team will be provided with a Match Card on which all the registered players and officials shall be listed for each match for presentation, together with the Identification Cards of all the players and officials, to the Referee, Match Inspector and/or any member of the Organizing Committee on request. The Match Card will show the players’ name, school, jersey number (to coincide with registration list) or official capacity. Only persons named on such Match Cards will be allowed on a team’s bench.

    c.    Any school registered and/or used an ineligible player, in the competitions, contrary to Rules 2 and 3 hereof, shall have forfeited its right to continue in the competitions and shall be immediately expelled. The Organizing Committee shall thereafter refer the offending school to the Disciplinary Committee for further action.

    d.    Schools may ask in writing for certain matches to be moved to another day for special reasons. Any such request made after the publication of the official fixtures, must be agreed between the schools concerned. This request should preferably be in the same week as the original fixture and must be approved by the Organizing Committee. As stated above, all requests for changes must be made in writing, signed by both Principals of the schools concerned and approved at least 48 hours prior to the original scheduled date of the match

    e.   Postponements will only be granted at the discretion of the Organizing Committee in cases of emergencies, for example, epidemics or illnesses in a school, upon application in writing by the Principal at least 24 hours before a match.

    f.    The Organizing Committee shall have the responsibility of sending a copy of the Fixtures to the Jamaica Football Referees’ Association with a request for the provision of an official Referee for each match in the competitions, together with official Linesmen for the Semi-Finals and Finals.

    g.    In the event of the non-appearance of the designated official Referee for any match after 15 minutes of the scheduled starting time, any official Referee in attendance may handle the match, failing which, the schools concerned shall agree on some person present to function in his place. Whenever the schools concerned cannot agree, then the Match Inspector assigned to that match shall appoint someone not connected to either school, to function in place of the designated official Referee.

    h.    The Referee shall determine any postponement for rain or unfitness of the playing field. Regardless of weather conditions, teams must appear on the field of play as scheduled, unless officially notified not to appear by the Organizing Committee. Schools concerned are expected to re-arrange such a postponed match in consultation with the Organizing Committee.

    i.    If a team fails to report for a match 15 minutes after the scheduled start, the Referee shall collect the filled out Match Card of the team present at the venue, blow off the match and as soon as possible thereafter, report the matter to the Match Inspector or Organizing Committee.

    j.    Any team Failing to report for a match shall appear before the Organizing Committee within 7 days of the date of the match to explain its absence. Except in the case of force majeure acceptable to the Organizing Committee, the team shall be considered as having lost the match and the opponent shall be awarded 3 points with a score of 2 goals to nil. The Organizing Committee may in addition, refer the offending team to the Disciplinary Committee for further action.

    5.    HOME TEAM

    The school named first for each match in the Fixtures is designated the "home team", whether it is playing on its own field, a neutral field, or even the field of its opponents. The "home team" in each match shall:

    a.    provide a properly marked field;

    b.    provide a size 4 football in good condition;

    c.    provide separate seating for both teams, each holding 12 persons, on the same side of the field, on either side of the half-way line and at least 6 feet from the touch line;

    d.    offer such assistance as may reasonably be requested, in preparation of a field which is not its own;

    e.    in the absence of the Match Inspector assigned to the match, collect and pass the Match Cards to any Member of the Organizing Committee within 48 hours following the playing of the match. In addition, the "home team" shall report the results of the match before 6:30p.m. on the same day to the person or persons nominated for that purpose by the Organizing Committee.

    6.    FIELD OF PLAY:

    a.    The playing field shall be rectangular and approximate closely to 270 feet by 125 feet, with the half-way and outside lines clearly marked.

    b.    Two goals shall be provided fitted with nets. The vertical goalpost shall be 14 feet apart and the cross-bars 7 feet from the ground.

    c.    A rectangular penalty area, 31.5 feet deep and 77 feet wide (i.e. 38.5 feet in each direction from the centre of the goal line), shall be marked at each end of the playing field.

    d.    a penalty spot shall be marked at 21 feet from the centre of each goal line, on a line perpendicular to it.

    e.    An arc shall be marked on the outer edge of each penalty area, with a radius of 17.5 feet from the penalty spot.

    f.   A goal kick box, 10.5 feet deep and 35 feet wide (i.e.17.5 feet in each direction from the centre of the goal line) shall be marked at each end of the playing field.

    g.    A centre circle shall be marked with a radius of 17.5 feet from the centre of the half-way line.

    h .   It is expected that the playing field will be cleared of all injurious and extraneous matters.

    i.    A flag pole shall be erected at each corner of the playing field and at each end of the half-way line (i.e. a total of 6 poles)

    7.    MATCH CONDITIONS:

    a.    All players (except the goalkeeper) from the same team must wear similar jerseys, shorts and socks while on the field of play.

    b.    All players must be fitted with shin pads while on the field of play.

    c.    Each team is allowed 5 substitutions per match. However, should a goalkeeper get hurt or fall ill after a team has already made 5 substitutions, the injured or sick goalkeeper may be substituted. In all other instances, the substitution of a goalkeeper is regarded as one of the 5 permissible changes.

    d.    If a player receives a "red card" he automatically misses the next match in either competition. If a player receives two "Yellow cards" in a season, he will automatically miss the next match in either competition. In both cases, subject to the discretion of the Organizing Committee, he may also face the Disciplinary Committee who shall decide if any further action should be taken against that player.

    e.    If there are no qualified Linesmen available before the start of the match, each Coach shall offer to the Referee a competent individual to act as a Linesman.

    8.    REGISTERED PLAYERS AND OFFICIALS

    a.    Only the following registered players and officials listed on the Match Card will be permitted on the team’s bench during a match:

    i.    up to 14 dressed reserves

    ii.    the Coach

    iii.    the Team Manager and

    iv.    either the Assistant Coach, Team Doctor or Physiotherapist.

    b.    For the duration of the match, no reserve or official may leave the team’s bench except in accordance with Section 10 or to indicate a change to the Referee or to go on to the playing field, if so signalled by the Referee.

    9.    FULL TIME:

    The duration of all matches shall be 60 minutes, divided into 2 halves of 30 minutes each, with a ten minutes interval.

    10.    COACHING FROM THE SIDELINES:

    Coaching from the sidelines is restricted to short periods by one designated official who must identify himself to the Referee before the start of the match.

    11.    MATCH INSPECTORS:

    Match Inspectors shall be appointed by the Organizing Committee and assigned to each match with the responsibility for:-

    a.    reporting to the Organizing Committee on the conduct and result of the matches; and

    b.    assisting the Referee when required with crowd discipline and the behaviour of the officials and players.

    12.    DISCIPLINE:

    a.    The Principals shall be responsible for the discipline of players, officials, parents and supporters of their school. However, any incident of indiscipline reported to the Organizing Committee by the Referee or Match Inspectors, shall be referred to the Disciplinary Committee, except as herein provided at Section 7 (d).

    b.    All complaints and protests must be submitted in writing to the Organizing Committee within 48 hours of the matter in issue. Failure to comply with these requirements, will render the submissions null and void.

    c.    A right of appeal against any decision of the Disciplinary Committee shall rest with the JISA Preparatory Schools Principals Association.

    d.    Any appeal from a decision of the Disciplinary Committee must be made in writing to the Secretary of the Association within 5 days of the decision, outlining the reasons for the appeal.

    13.    REGULATIONS:

    The Organizing Committee shall have power to make regulations for the good management and proper functioning of both competitions.

    14.    VISITING TEAMS:

            The visiting team will provide an alternate set of Jerseys where the opponents wear similar colours.

    15.      APPLICATION OF JFF RULES

        All other rules contained in the Jamaica Football Federation’s Rule of Competitions shall apply.


REGULATIONS


ALBERGA CUP

 

  1. GENERAL CONDITIONS:

    a.    Entrants will be divided into Zones.

    b.    In Round 1 (also called "Preliminary Round") each Zone will be played on a Round Robin basis.

    c.    In Rounds 1 & 2, points will be awarded – 3 for a win and 1 for a draw

    2.    ALL ROUNDS:

a.    Zone winners in the Preliminary Round shall be determined firstly on points, and in the event of a tie, the winner will be the team with the better goal difference, goals for or head to head.

            b.    The winner and runner-up from each Zone shall go forward to Quarter Finals along with the two best third place finishers.

    3.    PLAY-OFF:

 a.    If at the end of full time the scores are even, then 2 extensions of 10 minutes each will be played, on a sudden death basis (i.e. the team scoring first wins). If no goal is scored at the end of extra time, then penalty kicks shall be taken.

b.    Penalty kicks shall be, first – 5 penalties for each team. If there is still a tie  – sudden death (i.e. 1 penalty each until a winner is decided).

4.    SEMI-FINALS:

    a.    The Semi-Finals will be divided into a maximum of 2 Zones.

    b.    The teams in each Zone will play on a Round Robin basis with the teams gaining the most points from each Zone playing in the Final.

5.    FINAL:

    a.    If the Final ends in a tie, then The rules of Play-Off 3 a & b shall apply .

    b.    All Finals will be played on neutral playing fields.

 

HENRIQUES CUP KNOCK OUT

 

    1.    DRAW OF TEAMS:

            Teams to play each other will be drawn by the Organizing Committee.

    2.    PRELIMINARY ROUND:

            Matches which are tied at the end of full-time shall continue with Penalty Kicks as in (III) below.

    3.    PENALTY KICKS:

Penalty kicks shall be, first – 5 penalties for each team. If there is still a tie  – sudden death (i.e. 1 penalty each until a winner is decided).

    4.    SEMI-FINALS AND FINAL:

Where matches are tied at the end of full time in the Semi-Finals and Final of the Henriques Cup Competition, the rules of Play-Offs (a) & (b) in the Alberga Cup shall apply.
